This is in response to your June 18 letter to Ms. Susan Murphy, requesting clarification of the requirements for box closures in 49 CFR 178.516(b)(3). You asked whether the requirement that a water resistant adhesive be used for closures applies only to manufacturers joints, or to all box closures.
The requirement for water resistant adhesive for box closures is intended to apply to all box closures and is not limited to the manufacturers joint.
