Pipeline and Hazardous Materials Safety Administration · Mar 21, 1975 · Reference No. 75-0001

PHMSA says to use caution with this letter.

Please refer to your letter of February 27, 1975 regarding the shipment of a charged cylinder with CTC 4B 240 markings from the United States to Canada.

The Department's Hazardous Materials Regulations prohibit the transportation of a charged cylinder in this country unless the cylinder complies with all requirements of the regulations. If the cylinder was manufactured in accordance with a DOT specification and marked as required by the specification to certify compliance, it may be charged and shipped from the United States to Canada.

Cylinders which are marked to certify compliance with a DOT specification may also be marked to indicate compliance with a Canadian Transport Commission specification.

A letter of interpretation applies the regulations to the facts the requester described. It isn’t a regulation and isn’t legal advice. The agency’s copy.
